It is reprinted in the book Assassination Science, and is occasionally posted on newsgroups. "William Torbitt" was the late Texas attorney David Copeland, who worked with Penn Jones Jr. Many John Armstrong documents are collected in a self-published volume that Jerry Robertson put together, called Denial (in fact, I think there are two volumes). Jerry did an excellent job on these, and they are a valuable source collection.
