John and other COPA board members: Here is some wording which I propose be included in an official COPA letter to be mailed to DCI Deutch as soon as possible. If I do not hear from you by Monday at 6 PM, I will go ahead and send it on my own as a private citizen. Dear Director Deutch: On behalf of the JFK assassination research community, we respectfully request that you exercise you authority as Director of Central Intelligence to implement, as soon as possible, the declassification and release of the Lopez Report on Lee Harvey Oswald's trip to Mexico City which was prepared for the US House Select Committee on Assassinations. We have been impressed with your efforts to declassify documents, such as the Venona cables and the Corona project. It is also vitally important that CIA release HSCA staff, including Ed Lopez, the author of the report, from their security restrictions, so that they can freely discuss the Lopez report and explain it to the public. Instead of waiting for the Assassination Records Review Board to release the Lopez report, you can release it now under the CIA's Historical Review program and provide unredacted copies to HSCA staff who will then be free to discuss it. We understand the fact that there are some portions of the Lopez report which must remain redacted. Those few portions can be satisfactorily released in full by substituting the exact equivalent in plain language for the classified term.
