JFK's plans to take power away from the CIA were no secret. It was widely published in the press in 1961 as well. For example, in the Washington Post 7/7/1961 p. D19 the following appeared: "Two broad changes in the intelligence establishment are currently under consideration by the White House. First is a proposal to merge the intelligence and research division of the State Department with CIA intelligence-gathering functions into a NEW agency. The second proposal would be TO TAKE AWAY FROM THE CIA ALL OPERATIONAL FUNCTIONS, such as its organization of the invasion of Cuba by the anti-Castro exiles."
